Reflections on Habitat III: A Hopeful Future for Sustainable Urban Development
Many voices rang through Quito's Casa de la Cultura as it hosted the UN Conference on Housing and Sustainable Urban Development (Habitat III) on October 17-20, an all-UN meeting convened every 20 years. The Ecuadorian halls buzzed as more than 40,000 participants attended a dizzying array of plenaries, round tables, side events, and networking activities. Wherever one went in those few days, the expectant enthusiasm, buoyant passion, and hopeful anticipation were noticeable as the conference participants debated and discussed the Habitat III outcome document, the New Urban Agenda, a road map for creating an enabling environment for the planning and management of urban spatial development worldwide. The University of Pennsylvania sent a 24-member delegation to Habitat III. Below are reflections from the delegation about their experiences and the challenges ahead. Read more...

Real Estate & Built Environment Factsheet
In 2015 this letter was sent to Juncker and Timmermans at the European Commission at the start of their term. The aim was to start a dialogue between decision makers and the entire sector. This is by no means intended to replace individual or sector-specific engagement activities, but rather to complement.
Recently RICS initiated the composition of a factsheet that contains the Real Estate & Built Environment life cycle, explaining the various stages and how they are linked, and presenting some key facts & figures on why our sector is so important, to people, the economy and climate.

DIVERCITIES: Governing Urban Diversity
We're pleased to announce our concluding conference for the EU FP7-funded DIVERCITIES research project. We will present detailed findings from the study, and how they relate to existing knowledge and practice. The conference programme comprises a range of formal scientific presentations through to interactive workshops led by our researchers. It is designed to create a dialogue between academic researchers, policy-makers and practitioners and to act as a platform for the dissemination of new findings and concepts on the theme of diversity in contemporary European cities.

It will consider how urban diversity can positively affect social cohesion, social mobility and economic performance in cities and how the right balance of governance arrangements can be used to tap the full potential of diversity's substantial assets for specific urban groups, for areas within cities, and for cities and metropolitan areas as a whole.

Join us for what will be a fascinating and enjoyable programme of events in Rotterdam. Registrations close 1 December 2016. The conference fee is EUR 180 including the conference dinner.

Special Issue Journal of Social Service Research
"Facing the Challenges in the Development of Long-Term Care for Older People in Europe in the Context of an Economic Crisis", 42 (2).

Deinstitutionalization and privatization are framing and shaping Long-Term Care (LTC) in western societies. Most countries in the world are facing the challenge of ageing societies, while at the same time financial resources are becoming scarcer. As a result, there is an urgent need to evaluate how LTC for older people is being developed and organized in different countries. How deinstitutionalization processes in European countries are being implemented? Furthermore, what have been the consequences of the 2008 economic and financial crisis on LTC policies and its effects at the local and household levels?

This Special Issue, incorporating eight articles, evaluates recent changes and developments in LTC for older people in European countries, most particularly, from the restructuring perspective taking place in the LTC for older people. The economic and state financial crises are the most important drivers behind widespread overall restructuring processes.

Please, see the following link: www.tandfonline.com/toc/wssr20/current

This is an important outcome of the thematic group on ageing of the COST Action IS1102 Social services, welfare state and places.

Vacancy at the Cambridge Centre for Housing and Planning Research (UK)
The Cambridge Centre for Housing and Planning Research is seeking to appoint a Temporary Research Assistant to join a small team of researchers working in a leading social housing research centre. The Centre was established in 1990 and is located in the Department of Land Economy at the University of Cambridge.

The successful applicant will possess good qualitative research and interpersonal skills as the post involves interviewing a wide range of people to obtain data for several research projects. There will also be some office based work from our base in Silver Street, Cambridge, working with our staff team on tasks such as literature reviews, telephone interviews and data analysis. The projects all relate to housing policy and planning, including downsizing in later life, multi-generational living, the role of SME landlords in the private rented sector and youth poverty and housing. There will be substantial fieldwork away from the office (most likely in Manchester, London and Bristol).

Please note this post is temporary. It arises because the Centre has an above average workload over the next six months. The above projects are scheduled to end between October and December 2016, with fieldwork completing earlier.

Fixed-term: The funds for this post are available for 6 months in the first instance.

Increasing Poverty, Inequality & Segregation in European Cities
Poverty, inequality and segregation is increasing in European Cities. The widening gap between rich and poor is leading to segregation in more and more European cities. The rich and the poor are living at increasing distance from each other, and this can be disastrous for the social stability and competitive power of cities. We have done rigorous comparative research on socio-economic segregation in 13 European cities: Madrid, Milan, Tallinn, London, Stockholm, Vienna, Athens, Amsterdam, Budapest, Riga, Vilnius, Prague, and Oslo. We argue that a strong EU Urban Agenda is needed to create attractive, inclusive and competitive cities. See www.segregationeurope.eu for more information.

Calling all fuel poverty researchers
Following recent discussions with a number of other academics researching in the broad fields of fuel poverty/energy and housing, we've come to realise that there is no single network or forum uniting those active in this field. There are groups with some related focus or which overlap these issues such as, for example, subgroups of the British Sociological Association, the Social Policy Association and Royal Geographical Society, however, as the names suggest, these groups are fairly specific to particular disciplines. The study of fuel poverty and of energy issues in relation to housing is a multidisciplinary area and we feel that we need a peer-network that reflects this diversity.

In response to this, a few of us here in Sheffield (within Sheffield Hallam and at University of Sheffield) have discussed the possibility of forming a new multidisciplinary research network comprising, at least initially, of UK researchers but that perhaps over time, extending beyond the UK. The exact purpose of the network would be defined by its members but we would envisage the following sorts of activities being undertaken by network members both collectively and as part of sub-groups:

* Networking
* Knowledge exchange
* Consortium building
* Production of evidence submissions
* Securing policy impact
* Securing grant funding and research contracts as part of consortia
* Holding symposia and conferences
* Writing joint publications
* Working with leading journals in our field to produce special issues.

If there is enough interest in the formation of the network then we will begin to explore funding options supporting its establishment and early activities. We are hoping that in the short term, the Sheffield Universities will be in a position to hold an initial event in say, March next year.

If you would like to register your interest in joining this network then please reply to a.ambrose@shu.ac.uk before 1st December.

PhD vacancy in property law - SciencesPo Paris
The researcher will work at the Law School. His or her research will be related to new forms of housing arrangements organised around many shared spaces owned in commons (called common interest communities in the US, habitat participatif or cooperatives d'habitants in France) and to the legal solutions developed in a selected number of countries to regulate such co-ownership. The objective of the research will be to study the peculiarities and issues of such new forms of ownership, based on inclusivity (instead of exclusivity) and whether they can be solved by the traditional rules of property or by tailored legal regimes.
The research will be part of a broader research project looking into situations of property characterised by equal and inclusive entitlements to use a resource held in commons. This project is an ERC Consolidator project running from 2014 to 2019, called INCLUSIVE.

PhD vacancy at the University of Glasgow
The Urban Big Data Centre at the University of Glasgow is pleased to offer an institutionally-funded PhD studentship (fees and stipend for three years). The PhD will address an important contemporary issue for housing policy in UK, exploiting the growing availability of linked administrative data.

The context for the work is provided by the on-going processes of 'austerity'. Welfare expenditures have been particularly severely hit, including welfare benefits and local public services such as social care. More generally, the context is the move away from a system where low income households were able to access social housing towards a greater reliance on private renting and home ownership. The research might focus on the consequences of the rapid growth of private renting in the UK for individuals or for communities. Another focus might be on the impacts of welfare reform which has reduced benefit entitlements for many groups, including greater limits on housing benefits in particular (e.g. the 'bedroom tax'). A third focus might be on the changing operation of the homelessness system, where practice has moved towards an increasing reliance on the private rented sector, rather than rehousing in secure social tenancies. These topics are indicative but not meant to exclude other suggestions.

Closing date: Monday 15 June (4pm).

April 23, 2015
Alan Holmans passed away
Alan Holmans died peacefully in his sleep on the 27th March, 2015 at the age of eighty.
Christine Whitehead who worked with Alan for over forty years wrote the following:

'Many members of the ENHR will have met Alan at some time in their careers. Indeed quite a few will have received help and advice from him on UK housing statistics and policy. Alan's first thirty year career was as a civil servant, ending as Chief Housing Economist at the Department of Environment in 1994. He then joined us at the Cambridge Centre for Housing and Planning Research for another twenty years - bringing with him his encyclopaedic knowledge about housing and the development of housing policy. He was a man of complete integrity with an unbounding commitment to evidence based research and to supporting those working in the field - especially younger researchers. We will miss him greatly as both friend and colleague'.

Who knows about housing politics in the EU15?
* CAN you (Pol, sci, or economics) describe the state of housing policies in the EU15 or have you written about it?
* CAN you give a lecture or participate in a seminar giving an overview of housing politics in Europe?
* HAVE you written or do you know a report that has updated the Prof. Christian Donner's Housing politics in the European Union?
Peder Palmstierna from Sweden is asking for help. The aim is to inform the Swedish housing debate. Palmstierna: "In Sweden housing debate is raging over housing shortage and housing segregation. As Sweden dismantled much of its housing politics in the 90s, there is a lack of knowledge about the tools of housing politics and a lack of priority attached to housing politics. Therefore it might be of great interest to share with participants in public debate and with the decision makers what the status is of housing policies in various countries in EU15." Relevant policies are: housing allowances, subsidies and financing of new construction, rent regulation, social housing, subsidised saving, etc.
Peder Pamlstierna works as a consultant in housing politics and was for a period in charge of Public Affairs at the Swedish Union of Tenants.
Please contact Peder if you can help him or would like to discuss options: +46706103855 or peder.palmstierna@vostra.se

Wohnungsfrage Academy: The Housing System. Call for applications
The housing question is universal. Everywhere, it speaks differently but directly to the challenges that define our times: inequality, ecological crisis, displacement, refuge, migration, privatization and more. Against this backdrop, Haus der Kulturen der Welt (HKW) aims to rethink the housing question in terms of a global housing system. During the century and a half since Friedrich Engels published the series of articles entitled "Zur Wohnungsfrage," what was once a housing question became a global system. This housing system is at the center of the theoretical and practical approach of the Wohnungsfrage Academy directed by Reinhold Martin (Buell Center, Columbia University) in collaboration with Nikolaus Hirsch (co-curator of HKW's project Wohnungsfrage). Over the course of one week, the Academy will bring together scholars, practitioners, artists and other experts from various fields and disciplines and provide the context for cross-disciplinary inquiry of this system.

Critical Urbanist's blog
ENHR's partner, Housing Studies Associations has launched a new online platform for urban scholars and practitioners to offer commentary on contemporary urban issues - 'Critical Urbanist's' blog (criticalurbanists.wordpress.com). The aim of the blog is to bring together individuals interested in the broad theme of socio-spatial justice within local, regional, national and international contexts.

The blog has three core objectives:

  • To promote online debate and discussion about urban social theory, policy and practice

  • To provide an open and inclusive platform for these debates, offering a more instant medium than traditional academic publishing

  • To encourage contributions from scholars at all career stages, and from those outside academia, who are concerned with our broad thematic focus. We especially welcome contributions from early career academic researchers

How to get involved: we welcome contributions that respond to critical academic debates and contemporary policy issues, or that reflect on ongoing or completed research. Contributions will typically be 750-1000 words in length. We have a core editorial group and a wider group of theme editors. The first stage would be to contact the theme editor most appropriate to the focus of your contribution, or a member of the core editorial group if you are unsure who to contact.

Current and forthcoming blog contributions include:

  • Critique and debate on neighbourhood effects and links to poverty

  • Commentary on Universal Credit, welfare reform and the effects on vulnerable households

  • A piece reflecting on the usefulness and lifespan of the 'big society'

  • A reflexive account of the process and practice of doing a PhD

  • Commentary on London's super-rich and the impacts on housing

  • A tongue in cheek discussion of what it means to be a 'critical urbanist'

  • An examination of the popular idea of 'generation rent'

Please read, share and comment on the blog, and consider getting involved in this collaborative writing project.

Co-Chair Sought for New ENHR Working Group on Disability and Housing
Main contact is seeking a co-chair for a new proposed ENHR working group on Disability and Housing. The aim would be to hold a session during the upcoming ENHR conference in Edinburgh, Scotland. The central themes are:
* disabled people and their housing conditions, housing preferences, housing design, access to housing services, legal rights (housing and anti-discrimination), housing options and accessible environments;
* housing research conducted through a disability lens;
* application of theoretical frameworks to housing practice;
* examination of central concepts to disability and housing such as 'partial citizenship', 'special needs' or 'universal design'.
The working group would support ongoing collaborations with the goal of fostering future joint publications and project proposals. Hopefully this will raise the profile of disability as a distinct significant area within housing studies. Connections shall be made with other conferences such as the Nordic Network on Disability Research (held bi-annually, next 2015).

Can you help with information on Tradable tax credits?
Tradable tax credits are used in the USA to incentivise a variety of investments; in particular Low Income Housing Tax Credits (LIHTCs) are tradable tax credits that are used to incentivise investment in affordable rented housing. The tax credits can be bought and sold with the initial recipient (that need not be a tax payer) receiving a capital sum now whilst the purchaser/holder of the tax credit certificate gets a flow of tax benefits over time.

The Centre for Comparative Housing Research is investigating the use of LIHTCs as part of an ESRC funded research project into initiatives to boost housing supply http://housingsupply.our.dmu.ac.uk/).

The Centre would like to know:
1. Are tradable tax credits used in any other countries - besides the USA?
2. In particular, are tradable tax credits used in any European countries?
3. Are there rules and regulations that prohibit/restrict the use of tradable tax credits in European countries?
4. Could tradable tax credits be used in the UK?

Please contact Ros Lishman (rlishman@dmu.ac.uk).

Developing Social Housing Projects (DSHP)
One of the characteristics of developing countries is fast growing cities and the lack of affordable and adequate housing. John M. Quigley passed away
Last week we received the sad news that John Quigley passed away. An old friend of John, Duncan Maclennan wrote the following:

"John Quigley passed away on Saturday 12th May, after a long illness. We knew John as the best of all the housing economists and as a great social scientist. But above all we knew John as our friend. Along with the piercing insights came the wide smile, often smiling eyes and peals of laughter at the many things that amused him. In an era when many Americans came to fear the rest of the world, John travelled and befriended us all. He shrank the distances between us all, as scholars and friends. We will long remember and miss him."

Cards for Mary Curran (John's wife) can be sent to the attention of Megan Landin at:
Goldman School of Public Policy
University of California, Berkeley
2607 Hearst Avenue
Berkeley, CA 94720-7320

A memorial event for John's family, friends, students, and colleagues will be held at 2:00 pm on Saturday, June 9th, at the Alumni House on the UC Berkeley Campus. Please visit the memorial service website for more details.

Please find here links to two fine obituaries for John.
